Ninety-nine Federal Darwish trainees successfully graduated on 17 September 2025 during a ceremony held at the International Compound in Mogadishu.

The event was attended by senior Somali leaders and international partners, signaling strong national and international support for Somalia’s security sector.

    High-Level Attendance

The graduation ceremony was graced by:

    • Deputy Prime Minister H.E. Salah Ahmed Jama
    • Minister of Internal Security Senator General Abdullahi Hassan Fartaag
    • Somali Police Commissioner General Asad Abdullahi
    • Deputy Brigadier General Osman Abdullahi Mohamed (Kaniif).

International partners, including the European Union Ambassador Francesca Di Mauro, Italian Ambassador Pier Mario Daccò Coppi, UK Ambassador Charles King, US Ambassador Richard H. Riley, and Head of EUCAP Somalia Kęstutis Lančinskas, also attended.

EUCAP Somalia’s Role in Training Federal Darwish Officers

The three-month programme was designed and delivered by EUCAP Somalia in coordination with the Ministry of Internal Security, the Somali Police Force, and the Federal Darwish Headquarters.

Following a successful pilot earlier this year that trained 100 officers, this second cohort was trained to meet deployment requirements in newly liberated areas.

The officers will serve as a stabilization force, conduct civil policing, and engage in community-oriented policing while upholding human rights and gender-sensitive standards.

They are also equipped with vehicles, uniforms, and operational support to ensure readiness for deployment.

    Statements from Officials

Deputy Prime Minister Salah Jama emphasized the importance of international cooperation:

“We value our close cooperation with EUCAP Somalia.
This graduation ceremony of Federal Darwish officers is an example of our common efforts toward a more secure and stable Somalia.”

EUCAP Somalia’s Head of Mission, Kęstutis Lančinskas, added:

“Following the success of our pilot training, this first full-fledged programme demonstrates the steady progress of our partnership and the growing capacity of Somalia’s security institutions.”

    Strengthening Somalia’s Security and Governance

The Federal Darwish graduation event highlighted the country’s commitment to strengthening its security sector.

Through EUCAP Somalia’s support, both in training and operational readiness, Somalia continues to enhance the effectiveness of its security forces while promoting community-oriented policing and good governance standards.
