    In November 2024, Puntland launched Operation Halaq, aimed at defeating ISIS and Al-Shabaab militants. The operation is the largest military campaign Counter-Terrorism since 2016, involving the full support of local forces and international allies. The main objective of the operation is to destroy the terrorist network and ensure the restoration of peace and stability in the region.

    Objectives and Strategy of Operation Halaq

    Operation Halaq, which began in November 2024, involves more than 2,000 Puntland security personnel, with the aim of eliminating ISIS and Al-Shabaab military bases in key areas. The campaign targeted the militants’ supply routes and recruitment centers, with the aim of reducing terrorist activity in the region by 50%. Military experts believe that it could take up to three months for the operation to achieve significant results.

    Impact of the Offensive on ISIS and Al-Shabaab

    Since the launch of Operation Halaq, ISIS and Al-Shabaab have lost control of 40 percent of their previous territory in Puntland. More than 100 militants have been either killed or captured, resulting in a 25 percent reduction in militant attacks in the region. However, experts believe that the group may change its strategy in response to this success.

    International Support and Local Collaboration in Counter-Terrorism Efforts

    Puntland’s counter-terrorism operations are fully supported by the United States and the African Union, which have provided $15 million in financial and technical assistance. Local forces have received advanced training and resources, increasing their intelligence-gathering and operational coordination capabilities by 30 percent. International partnerships play a key role in the success of these operations.

    Operation Halaq is a significant milestone in Puntland’s operations against ISIS and Al-Shabaab, which has led to the elimination of large areas held by these militant groups and has shown positive results. Coordination between local forces and global allies has made counter-terrorism efforts more effective, resulting in improved security and intelligence operations. As the campaign progresses, it is expected that it will reduce the influence of militants and continue efforts to stabilize the area.
