The Somali Immigration and Citizenship Agency (ICA) has entered into a strategic cooperation agreement with Switzerland’s State Secretariat for Migration (SEM) to modernize Somalia’s immigration systems and enhance border security.
Somalia and Switzerland Growing Partnership
Somalia and Switzerland agreement was signed during an official visit to Switzerland led by Mr. Mustafa Duhulow, Director General of ICA, who held high-level discussions with officials from Switzerland’s ministries of justice, foreign affairs, and technical experts in border management and immigration reform.
As part of this growing partnership, Switzerland recently donated specialized equipment to HSJ Somalia. These tools are designed to detect forged travel documents and are complemented by practical training programs aimed at improving the technical skills of Somali immigration officers.

- Upgrading immigration infrastructure across Somalia
- Enhancing the capabilities of HSJ personnel through training and equipment
- Boosting the integrity and international recognition of the Somali passport
“This is a results-oriented partnership that will significantly improve the quality and credibility of Somalia’s immigration services,” said Mr. Duhulow.
Experience Exchange Between Somalia and Switzerland
During their visit, the Somali delegation toured Swiss airports and land borders, gaining insights into advanced technologies used in border control.
They also exchanged expertise with Swiss authorities on biometric passport production, ID systems, and strategies to improve the security and global acceptance of Somali travel documents.
This landmark agreement is expected to play a vital role in strengthening Somalia’s national security, building international trust in its travel documents, and ensuring the country’s immigration system meets global standards.
