Somalia’s Ministry of Communication and Technology has officially launched a two-day national consultation to shape the country’s Digital Transformation Strategy 2025–2030, aimed at accelerating digital innovation and economic growth.
What is the Goal of Somalia’s Digital Transformation Strategy 2025–2030?
Minister Mohamed Aadan Mo’allim said the strategy seeks to unify ICT initiatives, improve digital infrastructure, and build workforce capacity to enhance public service delivery.
“Our main goal is to integrate all government digital services and ensure efficiency and accountability across institutions,” he stated.
Mustafe Sheikh, Director General of the National Communications Authority, described the consultation as an inclusive and participatory process involving citizens and key stakeholders.
“This is not just a technical document—it is a roadmap to strengthen Somalia’s economy and make services more accessible to all,” he added.

Who Will Review the Strategy Vision?
The consultation brings together representatives from government agencies, telecom operators, and technology experts to review the digital transformation strategy vision, implementation framework, and governance mechanisms.
Minister Mo’allim emphasized the importance of international cooperation, highlighting ongoing support from the International Telecommunication Union (ITU).
Discussions will focus on policy coordination, funding, and alignment with Somalia’s digital development goals.
As well as regional frameworks under the African Union (AU) and East African Community (EAC).
