The Spain–Africa Summit 2025 officially opened in the Spanish capital, Madrid, with high-level participation from heads of state, ministers, and government representatives from over 40 African countries, alongside senior Spanish officials and representatives of the European Union.
The summit aims to strengthen the strategic partnership between Spain and Africa in the fields of security, development, trade, and infrastructure, within the framework of the “Spain–Africa 2025–2028 Strategy.”

Somalia Showcases National Transformation Plan 2025–2029 at Spain–Africa Summit
The Federal Republic of Somalia was represented at the summit by H.E. Dr. Elmi Mohamoud Nur, Minister of Public Works.
The Minister delivered a keynote address during the opening session, presenting Somalia’s new vision for reconstruction and sustainable development.
He highlighted the government’s priorities in:
- Developing ports and road networks
- Improving energy and water infrastructure
- Strengthening regional connectivity with neighboring countries
- Implementing the National Transformation Plan 2025–2029, aligned with the African Union’s Agenda 2063 and the Spain–Africa Strategy

In his speech, Minister Elmi Mohamoud Nur called on the international community—especially Spain—to increase investment in Somalia’s development sectors.
He emphasized that the country is entering a new era of stability, growth, and global partnership.
This year, Somalia introduced its national theme at the Spain–Africa Summit 2025:
“Somalia is not being rebuilt — it is being transformed”
