    The response of an incident, the Minister of Health and Social Welfare of the Government of Somalia, Dr. Ali Haji Aden, appeared before the Social Services Development Committee of the House of the People to answer questions regarding a woman who gave birth in the front yard of Banadir Hospital, after she was allegedly denied admission while in labor.

    THE RESPONSE OF AN INCIDENT: FOCUSING ON THE CONTROVERSIAL CASE

    The response of an incident, in the meeting, which focused specifically on this controversial case, the committee members asked the minister what he saw during his inspection of the hospital and the hospital’s security camera footage, the steps he took after the incident, and other questions about the behavior of the Banadir Hospital administration.

    Dr. Ali Haji Aden admitted that there was a mistake regarding the inappropriate handling of the woman’s condition. He said that the patient was assessed without arranging for emergency transport, and was not taken to the most appropriate health facility for her condition.

    “There were errors in this case that we recognize. The woman was brought to the hospital at night, and there were two midwives on duty. We saw on the cameras that the men who brought her told the woman to be taken to another hospital,” the Minister said.

    The Minister added that the referral process was flawed and did not go through the hospital system, and that it was not done for emergency care managed by a doctor, instead of a midwife making a decision.

    The response of an incident, he also said that the incident occurred on October 26, but the hospital did not contact the Ministry of Health, and no official report was received about the incident.

    “This incident shows negligence in the management and communication system between the hospital and the ministry. We did not know about this situation until the matter spread on social media,” the Minister said.

    Dr. Ali Haji Aden promised to submit a comprehensive report to the Somali Federal Parliament, containing details of this case, the steps taken, and a plan to improve services at the Banadir Mother and Child Hospital, which falls under the Ministry of Health.
