Somali Prime Minister Hamza Abdi Barre chaired the second day of Somalia National Dialogue 2025 Conference in Mogadishu.

His address focused on unity, security, democratic progress, and economic development as Somalia navigates a pivotal period in its state-building journey.

During his remarks, Prime Minister Barre called for reinforced national solidarity to overcome Somalia’s complex challenges.

He stressed the importance of defeating Al-Shabaab insurgency, finalizing the Provisional Constitution, and preparing for credible, inclusive elections where every Somali has the right to vote and run for office.

“Somalia is at a defining crossroads,” said the Prime Minister.

“It’s time to embrace a political culture based on principles—where citizens actively participate in building the future of our nation.”

    Inclusive Political Process and State-Building

Prime Minister Barre reaffirmed the government’s commitment to an inclusive political dialogue, noting that all segments of Somali society are represented at the Somalia National Dialogue 2025 conference, including youth and aspiring leaders.

He also reiterated the urgency of completing the constitution and fully implementing the National Transformation Plan (NTP) to drive long-term peace and development.

A Dual Mission: Defending and Building Somalia

“The challenges ahead are enormous,” Barre said.
“We face enemies targeting our faith, culture, sovereignty, and national identity.

Yet, as we defend our country, we are also building a strong, democratic state that respects unity, justice, and sovereignty.”

The Prime Minister emphasized the government’s dual responsibility: continuing military efforts against extremist groups while laying the foundations for democratic governance and sustainable economic growth.
