In a major step toward governance reform and administrative restructuring, Mr. Hassan Mohamed Hussein, widely known as “Muungaab,” has officially assumed office as the new Mayor of Mogadishu and Governor of Benadir Region.

The formal handover ceremony, held in Somalia’s capital, was led by Mr. Saleh Ahmed Jama, the Acting Prime Minister and Deputy Prime Minister of the Federal Government of Somalia.

The event also marked the conclusion of the tenure of outgoing Governor Mr. Mohamed Ahmed Amiir, whose contributions to Mogadishu’s development and security were formally acknowledged during the transition.

About Somalia National Environment and Climate Change Summit 2025

Strategic Role of the New Mayor of Mogadishu

Holding dual responsibilities as both the Governor of Benadir and the Mayor of Mogadishu, this leadership position plays a critical role in the governance, urban development, and security of Somalia’s largest city.

As the heart of Somalia’s political and economic activity, Mogadishu’s leadership is central to the country’s post-conflict stabilization and modernization goals.

Somalia Signals Commitment to Democratic Local Governance

In a powerful address, Deputy Prime Minister Saleh Ahmed Jama emphasized the government’s vision for inclusive and democratic local governance in Mogadishu.

“We are committed to returning the mandate of the people to the Somali people living in the capital city of Mogadishu, so that they can elect their leaders,” he stated.

This statement reflects Somalia’s growing political will to decentralize authority and introduce direct municipal elections — a historic move toward democratic participation in local leadership.

The New Mayor of Mogadishu Outlines Priorities

Upon assuming office, Governor Muungaab was tasked with addressing several key priorities:

    • Strengthening urban security
    • Improving city cleanliness and infrastructure
    • Enhancing essential public services

These focus areas are seen as vital to the continued revival of Mogadishu, a city that is rapidly urbanizing but still faces challenges from years of instability and conflict.

Deputy Prime Minister Jama called on the new Mayor of Mogadishu to uphold integrity, transparency, and accountability in all aspects of governance, reinforcing the importance of public trust and citizen engagement in Mogadishu’s progress.

Tribute to Outgoing Governor Mohamed Ahmed Amiir

The government extended its appreciation to former Governor Mohamed Ahmed Amiir for his service, leadership, and contributions to Benadir Region during a period of significant transformation.

The peaceful and organized transfer of power was praised as a model of growing institutional maturity and political stability in Somalia’s federal system.

The Road Ahead for Mogadishu’s Leadership

As Mogadishu continues its reconstruction and modernization, the appointment of the new Mayor of Mogadishu “Muungaab” is seen as a critical opportunity to build upon past efforts.
While leading the city toward a future of citizen-driven governance, improved services, and sustainable development.

The Federal Government’s push for democratic local elections represents a significant shift in Somalia’s governance model and may set the stage for broader political reforms nationwide.
