    In a significant step toward advancing digital infrastructure and cybersecurity readiness, Somalia’s National Communications Authority (NCA) has signed two critical Memoranda of Understanding (MoUs) with Malaysia’s Communications and Multimedia Commission and CyberSecurity Malaysia.
    Marking a new chapter in bilateral cooperation in technology, cybersecurity, and digital policy development.

    Signed on May 7, 2025, the agreements are part of Somalia’s broader national strategy to develop robust digital governance systems, build institutional capacity, and secure the country’s cyberspace in line with global best practices.

    Strategic Focus on Somalia 5G and Digital Policy Exchange

    The first agreement, signed with the Malaysian Communications and Multimedia Commission (MCMC), focuses on cooperation in technical and regulatory aspects of Somalia 5G technology, digital transformation strategies, and telecommunications management.

    Key areas of cooperation include:

    • Developing a sustainable and secure 5G regulatory framework.
    • Exchange of digital policies and telecom governance strategies.
    • Implementation of joint training programs to enhance the skills of Somali telecom professionals.
    • Sharing of best practices in spectrum management and technology infrastructure development.

    This MoU is poised to help Somalia align its telecommunication sector with international 5G standards, ensuring effective integration into the global digital economy.

    Enhancing Cybersecurity Capabilities

    The second agreement, signed with CyberSecurity Malaysia, focuses on strengthening Somalia’s national cybersecurity framework.

    This partnership aims to:

    • Prevent and respond to cyber threats and attacks through real-time cooperation.
    • Exchange intelligence on cyber threats, vulnerabilities, and technological risks.
    • Facilitate collaboration on cyber diplomacy, ensuring Somalia has a voice in international cybersecurity governance.
    • Enable Somali cybersecurity personnel to benefit from Malaysia’s international training programs and capacity-building initiatives.

    Given the rising frequency of cyberattacks in the Horn of Africa and globally, this agreement marks a proactive step in shielding Somalia’s digital infrastructure from internal and external threats.
