Somalia and Saudi Arabia relations are heading into an exciting new era.

During the Global Symposium for Regulators (GSR-25) in Riyadh, the two nations signed a landmark agreement to cooperate on regulating artificial intelligence (AI) and space technology — a move that reflects their shared vision for innovation, responsible growth, and stronger bilateral relations.

    A Milestone Agreement in Riyadh

The agreement was signed by Mustafa Yasin Sheikh, Director General of Somalia’s National Communications Authority (NCA), and Haitham Al-Ohaly, Governor of Saudi Arabia’s Communications, Space and Technology Commission (CST).

Held at the King Abdulaziz International Conference Centre, the signing was more than just a formal event. It signaled the next chapter of Somalia and Saudi Arabia partnership, centered on digital transformation and high-tech collaboration.

Officials said the deal will focus on regulatory cooperation, knowledge sharing, and the creation of frameworks for responsible AI and space growth.

It will also explore infrastructure sharing and broader digital collaboration, paving the way for Somalia to build new capabilities while allowing Saudi Arabia to expand its expertise in East Africa.

Somalia and Saudi Arabia Relations on the Global Stage

GSR-25, co-hosted by the International Telecommunication Union (ITU) and Saudi Arabia’s CST, brought together representatives from more than 190 countries to tackle global digital challenges.

One key issue was how to close the connectivity gap that leaves 2.6 billion people offline worldwide.

In this context, the agreement between Somalia and Saudi Arabia stands out as an example of how bilateral cooperation can bridge technological divides and accelerate development.

Somalia and Saudi Arabia Relations Are Rooted in History

Although the new agreement focuses on cutting-edge technology, the relationship between Somalia and Saudi Arabia runs much deeper.

For decades, Saudi Arabia has been one of Somalia’s closest partners in the region, providing critical support in humanitarian aid, education, and infrastructure development.

Through initiatives such as the King Salman Humanitarian Aid and Relief Center (KSrelief), Saudi Arabia has delivered food security programs, medical assistance, and disaster relief to thousands of Somali families.

This long-standing support has built a foundation of trust. For many Somalis, Saudi Arabia is not just a regional powerhouse but a reliable partner that stands by them in times of need.

    Moving Beyond Aid Toward Innovation

The AI and space technology agreement represents a shift from traditional aid toward strategic development and capacity building.

By sharing knowledge and infrastructure, Saudi Arabia can help Somalia create a regulatory environment that encourages innovation while protecting public interests.

In turn, Somalia offers a fast-growing market and a strategic location for Saudi investment and regional cooperation.

This partnership also aligns with Saudi Arabia’s Vision 2030, which seeks to diversify its economy and establish the Kingdom as a global hub for technology and innovation.

For Somalia, it is a chance to step into the digital future as a proactive partner rather than a passive recipient of aid.

Somalia and Saudi Arabia Relations Beyond AI and Space

Experts believe that the partnership between Somalia and Saudi Arabia could soon extend beyond AI and space into other key sectors, such as cybersecurity, fintech, renewable energy, and e-governance.

By investing in human capital and digital infrastructure, both countries can create a cycle of innovation and shared prosperity that benefits the wider region.

Reshaping Somalia and Saudi Arabia Partnership

The signing of the AI and space technology agreement at GSR-25 is more than just a policy decision — it’s a symbol of how Somalia and Saudi Arabia are reshaping their relationship for the 21st century.

By combining Saudi expertise and resources with Somali ambition and resilience, both nations can drive technological advancement, strengthen their economies, and inspire hope for future generations.

From humanitarian aid to high-tech innovation, Somalia and Saudi Arabia partnership is evolving to meet the challenges of a changing world.
