Somali Prime Minister Hamza Abdi Barre delivered a powerful address at the 5th Aswan Forum for Peace and Sustainable Development in Africa.

He reaffirmed Somalia’s commitment to peace, progress, and transformation.

The forum, themed “Africa’s Agency for Development and Transformation in a Contemporary World,” brought together leaders from across the continent to discuss Africa’s evolving role in global growth and stability.

PM Hamza Abdi Barre Talks About Somalia’s Journey from Conflict to Progress

Prime Minister Hamza Abdi Barre emphasized that Somalia has entered a new phase of recovery and nation-building after decades of conflict and instability.

He noted that the country’s leadership has successfully navigated several key challenges in governance, security, and economic reform — marking a turning point in Somalia’s modern history.

    PM Hamza Abdi Barre said:

“Somalia today is a nation reborn.
We have overcome the most difficult years of conflict and destruction, and are now moving firmly on the path toward lasting peace, progress, and prosperity.”

Key Achievements in Governance and Reform:

In his remarks, the Prime Minister outlined major achievements of the Federal Government of Somalia, underscoring how these milestones reflect the country’s resilience and determination to rebuild.

    Rebuilding State Institutions:

The government has restored critical national institutions, improving governance and accountability. Efforts to strengthen the rule of law and enhance public administration have restored confidence among citizens and investors alike.

    HIPC Debt Relief Completion Point:

Somalia reached the Heavily Indebted Poor Countries (HIPC) completion point — a historic milestone that grants full debt relief and opens access to international financial opportunities.

This achievement is expected to stimulate investment and drive economic growth.

    Lifting of the Arms Embargo:

The United Nations’ lifting of Somalia’s decades-long arms embargo marks a new era for national security. The decision allows Somalia to equip and train its forces independently, accelerating the fight against extremist groups.

    Security Gains Against Extremism:

PM Hamza Abdi Barre praised the Somali National Army and local forces for their continued successes in combating the Khawaarij (Al-Shabaab) militants.

He reaffirmed the government’s commitment to restoring peace and security across all regions.

    Strengthened Diplomatic Relations:

Somalia’s diplomatic outreach has expanded significantly, with closer cooperation with neighboring states, the African Union, and international partners.

Barre emphasized that Somalia’s global standing continues to rise as a reliable and proactive partner in regional development.

Introducing Somalia’s National Transformation Framework 2025–2030:

A highlight of PM Hamza Abdi Barre address was the formal presentation of Somalia’s National Transformation Framework (2025–2030) — a visionary roadmap built on six strategic pillars designed to drive inclusive growth and long-term stability.

    The six pillars are:

    • Reconstruction and Infrastructure Development – investing in transport, energy, and digital infrastructure.
    • Economic Growth and Job Creation – promoting entrepreneurship, private sector investment, and youth employment.
    • Enhanced Social Services – strengthening access to quality education and healthcare nationwide.
    • Food Security and Agricultural Development – improving productivity and reducing dependence on imports.
    • Environmental Protection and Clean Energy – addressing climate change through sustainable energy initiatives.
    • Transparency and Accountability – reinforcing anti-corruption measures and ensuring responsible governance.

Barre described the framework as a guiding blueprint for Somalia’s future — one that ensures no citizen is left behind in the nation’s development journey.

    Acknowledging Egypt’s Continued Support

In closing, Prime Minister Barre expressed his deep gratitude to the Government of Egypt for its steadfast partnership and support toward Somalia’s peace and reconstruction efforts.

He praised the historical ties between the two nations, emphasizing shared values of unity, cooperation, and African solidarity.

“Egypt has always stood with Somalia during its most difficult times,” Barre stated.
“We look forward to deepening this partnership as we work toward a prosperous and stable Africa.”

A Vision for a Resilient Somalia

As Somalia continues its transformation, the Prime Minister’s speech at the Aswan Forum underscored a clear message.

The country is no longer defined by its past, but by its determination to build a stable, self-reliant, and forward-looking nation that contributes meaningfully to Africa’s collective progress.
