In a significant step toward advancing digital infrastructure and cybersecurity readiness, Somalia’s National Communications Authority (NCA) has signed two critical Memoranda of Understanding (MoUs) with Malaysia’s Communications and Multimedia Commission and CyberSecurity Malaysia.
Marking a new chapter in bilateral cooperation in technology, cybersecurity, and digital policy development.

Signed on May 7, 2025, the agreements are part of Somalia’s broader national strategy to develop robust digital governance systems, build institutional capacity, and secure the country’s cyberspace in line with global best practices.

Strategic Focus on Somalia 5G and Digital Policy Exchange

The first agreement, signed with the Malaysian Communications and Multimedia Commission (MCMC), focuses on cooperation in technical and regulatory aspects of Somalia 5G technology, digital transformation strategies, and telecommunications management.

    Key areas of cooperation include:

    • Developing a sustainable and secure 5G regulatory framework.
    • Exchange of digital policies and telecom governance strategies.
    • Implementation of joint training programs to enhance the skills of Somali telecom professionals.
    • Sharing of best practices in spectrum management and technology infrastructure development.

This MoU is poised to help Somalia align its telecommunication sector with international 5G standards, ensuring effective integration into the global digital economy.

    Enhancing Cybersecurity Capabilities

The second agreement, signed with CyberSecurity Malaysia, focuses on strengthening Somalia’s national cybersecurity framework.

    This partnership aims to:

    • Prevent and respond to cyber threats and attacks through real-time cooperation.
    • Exchange intelligence on cyber threats, vulnerabilities, and technological risks.
    • Facilitate collaboration on cyber diplomacy, ensuring Somalia has a voice in international cybersecurity governance.
    • Enable Somali cybersecurity personnel to benefit from Malaysia’s international training programs and capacity-building initiatives.

Given the rising frequency of cyberattacks in the Horn of Africa and globally, this agreement marks a proactive step in shielding Somalia’s digital infrastructure from internal and external threats.

    Somalia’s Commitment to Digital Transformation

The MoUs reflect Somalia’s commitment to digital transformation as a central pillar of its development agenda.

The National Communications Authority has been increasingly active in expanding ICT infrastructure, reforming telecommunications policy, and collaborating with regional and international partners.

By working with a country like Malaysia — a recognized leader in digital governance and cybersecurity — Somalia aims to leapfrog technological hurdles and build a resilient digital ecosystem that serves its public and private sectors.

Somalia 5G, Cybersecurity, Digital Governance Agreements – Impact on Somalia’s Future

These agreements come at a critical time when Somalia is undergoing reconstruction and institution-building.

Strengthening digital governance and cybersecurity is not only vital for national security but also essential for economic growth, innovation, and attracting foreign investment.

    With these partnerships:

    • Somali institutions can modernize services.
    • Cyber defense systems can become more proactive and resilient.
    • A secure digital environment can support e-government services, digital payments, and tech startups.

As these agreements between Somalia’s NCA and Malaysian counterparts begin to translate into action, they will significantly elevate Somalia’s position in the global digital landscape and offer long-term benefits to its citizens, government institutions, and private sector.
