    The National Consultative Council (NCC) convened in Mogadishu, aiming to project a united front among Somalia’s federal entities.

    However, the conspicuous absence of Puntland and Jubaland casts doubt on the council’s inclusivity and legitimacy.

    Puntland has openly rejected the NCC’s authority, citing its lack of constitutional mandate and exclusion of critical issues.

    Jubaland withdrawal stems from alleged attempts by Villa Somalia to unconstitutionally extend its president’s term.

    Simultaneously, Somalia’s Federal Parliament grapples with internal disputes, particularly over the Upper House’s leadership, which many perceive as being influenced by Villa Somalia.

    International partners have consistently advocated for comprehensive dialogues involving all federal member states and key political stakeholders to address Al-Shabaab threat.

    The current NCC meeting, lacking participation from significant regions, appears more as a political performance aimed at appeasing external allies rather than fostering genuine internal cohesion.

    Superficial displays of solidarity cannot substitute for meaningful dialogue and consensus-building among all federal entities.
